Question about Whitman coin folders?

I have two of the same Lincoln cent folders from Whitman. Both 1941-1974. One has openings for all the variety's of that time like the 1960 large date/small date and the 1970-S large date/small date. The other folder does not have these additional openings. What is up with that? Why would two of the same folders for the same series have openings for variety's and not the other?
